H. David Jones
Executive Director
H. David Jones is the Director of the LMPO. He joined the staff in February, 2008. David began his career with the City of
Lubbock in 1971 serving in various capacities including Senior Planning and Director of Planning until 1993 when he transferred
to the airport. At the airport he served as Deputy Director of Finance and Administration and Deputy Director of Planning and
Development until he joined the LMPO in 2008. David is a Tech graduate (1969) - that is Texas Technological College—with a Bachelor
of Science in Landscape Architecture. David and his wife Cindy of 42 years, have two daughters, a son-in-law, and a grandson.

Darrell Westmoreland, AICP
Transportation Planner
Darrell is the Transportation Planner for the LMPO. Darrell worked for the City of Arlington as a Senior Transportation
Planner developing citywide Thoroughfare and Bikeway Plans. He coordinated citywide State Transportation Enhancement
Program project proposals and provided roadway forecasting analysis for capital improvements. Prior to that Darrell was a
Transportation Planner for the Ark-Tex Council of Governments. Darrell developed the twenty year transportation plan,
capital improvements program, work planning program and the annual planning budget. Darrell attended the University of
New Orleans and graduated with a Bachelors degree from the University of Texas, Arlington. He also graduated with a
Master's degree in City and Regional Planning from the University of Texas, Arlington. Darrell has been an AICP since
1994. Darrell and his wife, Rosanna, have two daughters.

Tera Davis
Transportation
Planning Technician
At the April 13, 2004 TPC meeting Tera was reclassified as a Transportation Planning Technician. Along with the
administrative duties she previously held, she will assume some of the responsibilities of an Assistant Transportation Planner.
Tera had been an Administrative Assistant for the Lubbock MPO since she joined the department in July 2002. Tera previously
worked for Lubbock County for twelve years and has over fifteen years experience as an Administrative Assistant.
Tera and her husband, Everett, are the proud grandparents of five grandchildren.
